Project Transparency Measure |
The project is a community, public
and Donor partnership. The project cost is Birr 190 Million. The construction is
done by Oromia Water Works Construction Enterprise in Consortium with NORILA,
a Chinese and Ethiopian Government Joint Venture Company. The project
is awarded to these companies, as they have already huge water works and Nekemte
Referial Hospital Project in the town.
This enabled to negotiate a zero mobilization cost and substantial discount. Besides,
with public companies, the possibility of corrupt practices or suspicion that comes
as a result of big contracts awarded to private companies is therfore avoided.
The consultant is MH Engineering P.L.C. The design consultancy
work which is estimated at Birr 800,000 is done free of charge. Supervision and
contract administration is done by this firm on cost recovery basis.
The money pledged is collected through direct depositing into five blocked accounts
that are authorized by the Nekemte City Administration. The administration pays
the money to the work's contractor with the approval of the consultant.
A financial manual has been prepared by another volunteer Ato Dereje Asmare, who
is a chartered accountant. The established procedure is used to collect the contribution.
All pledge forms are numbered and sequentially arranged.
There are internal financial and performance auditors formed by volunteers. External
registered (Chartered) auditors will also do the auditing work.
The structure of Fund Mobilizing Committee consisting of dignitaries and renowned
personalities. There is an Executive Committe of 5 members and 8 Sub Committees
consisting of over 60 members.
All committee members are volunteers. Out of pocket expenses are also covered by
volunteers themselves. |
